ANSI/NISO Z39.19-1993(R1998) Guidelines for the Construction, Format, and Management of Monolingual Thesauri http://www.niso.org/  This standard for thesauri can be downloaded from the NISO site free of charge in pdf format at http://www.niso.org/standards/standard_detail.cfm?std_id=518

Babylon.com http://www.babylon.com    This site features the Babylon Builder glossary construction software. This can be downloaded at no charge. Glossaries produced with this software can include images and hyperlinked text. It is possible to import existing text or HTML glossaries. In order to view the glossaries it is necessary to use Babylon Tool. This works together with any Windows application. A word is selected in the application and a Babylon search is launched to find definitions or other information related to that word. A Babylon search can be conducted offline on glossaries produced locally or downloaded from the Babylon site, or online on local glossaries and those at Babylon. A trial version of Babylon Tool can be downloaded at no charge. This is fully functional, but after 30 days downgrades to a limited version with advertisements. The full version costs $19.95. The Babylon site contains a large number of glossaries and dictionaries on many subjects. [I have not as yet evaluated the software or the glossaries.]
